Port management is ensured by port authority, which as a body governed by public law performs the following state administration functions: 1) defines port charges and tarrif limit levels for services; 2) ensures collection of port charges and lease (rental) payments; 3) defines security and pass regime in the port; 4) within their competence, controls observance of port rules; 5) within their competence controls port association activities compliance with the law, Cabinet laws and regulations and port management regulations; 6) controls port area protection against pollution, ensures liquadation of pollution consequences in port area, participates in liquadation of pollution consequences in the sea, organizes ship-generated waste and polluted water acceptance, as well as establishes ship-generated waste management plan in ports; 7) provides winter navigation in port in accordance with developed procedure of Maritime Administration of Latvia; 8) defines International Ship and Port Facility Security Code requirement implementation in the port and controls in port area based organization activities in accordance with Port Facility Security plans; 9) makes decisions about permitting to start planned activities in port area in accordance with the law "Environmental Impact Assessment ". Port authority as a body governed by public law performs the following functions: 1) works out port development program project in accordance with approved development concept of Latvian ports and municipality development program and land use plan; 2) ensures implementation of port development programs approved by Latvian Port Council; 3) manage port property - hydrotechnical structures, wharfs, navigation equipment and facilities at the port, aquatorium and navigation equipment. In management areas determined by Ministry of Transport, as well as infrastructure related to port activities; 4) developes and approves financial resources spending estimate project in the procedure defined by port authority regulations for the following calendar year and the next five years, and if necessary correction to the previous year prospective financial resources spending estimate; 5) organizes port construction and construction of infrastructure related to port activities in port area according to port development program; 6) performs research on demand and supply of port services; 7) enter into contracts with associations about their activities in the port, to secure and improve port services complex according to port authority regulations and port development program; 8) within their competence manages port land and state or municipal property objects in the port area; 9) ensure its infrastructure maintenance and development, as well as participates in development of infrastructure related to port activities.
