Introduction Nowadays, thanks to the internet, a variety of new services have became a part of our lives so as victims of abusive comments or false rumors has been increased. Due to the Internet’s anonymity, cyberbullying has gone beyond a tolerable level and some of victims have even committed suicide. Encouraging internet users to behave ethically on the cyberspace, and leading them to learn appropriate cyber etiquette are most needed to create a safe and firm internet world. Our country is introduced as a representative model country that presents a image of the future of global cutting-edge IT environment because it is well equipped with freest and most universal IT infrastructure. International organizations including OECD, ITU, and etc have been recognizing that our country is in the highest level in the respects of high-speed internet popularization rate, embodiment of an electronic government, contribution to IT industry. Korea has been called the courteous country in the East. From now on, our mission of the 21st century is to lead the internet culture as a globalize digital courteous country. We took over excellent cultural heritage, manner, and social order from our ancestors. It is the time that we establish the right digital culture and endeavor to leave it to our descendant. However, most of all, these convenient and new services should be based on safety with which protects our valuable information and reliability. DDoS disaster implies that a cyber crisis turns to a national crisis. Our role is to build the convergence counter-measure system againstinternet incidents related to under convergence environment. From now on, as an exclusive agency in the field of the internet and the information security, KISA will endeavor to make our country be reborn to a strongest country on internet and a safe advanced internet country, through promoting internet services, protecting information over internet, and cooperating internationally with other countries. We, KISA will work with our enthusiasm to build a road for people, who use internet, to enter into a warm and comfortable digital world.
