PhilRice is a government corporate entity attached to the Department of Agriculture: created through Executive Order 1061 on November 5, 1985 to help develop high-yielding and cost-reducing technologies so farmers can produce enough rice for all Filipinos.

On December 21, 2005, PhilRice was issued a license to operate (LTO) as a manufacturer of alcoholic beverages with number RDII-RIII-F-2167. The license is annually renewed.
